Abstract: The objective of this study is to analyze the situation of energy utilities tariffs in Peru, identifying those factors that could possibly explain their high levels. Based on the analysis of concentration and vertical integration of the sector, on international tariffs comparisons and profitability of the companies which provide this service, and through the identification of those unfavorable aspects for users in the tariff determination process, we found that residential electrical tariffs in Peru are among the highest ones in Latin America, that there is a high horizontal and vertical concentration level in the electrical market, that some points in the tariff settlement process related to the terms for users’ participation are inappropriate, and that there are incentives in the law for companies to act with prejudice against final users.
