Abstract: Poverty in Pakistan remains one of the most debated and fluid statistics in the national discourse, as its number changes every time its definition changes. Whether measured through calories, consumption, the dollar-per-day, or multidimensional deprivation, each metric produces a different picture of who is poor. This shifting statistical foundation means that the meaning of poverty often evolves faster than the lived realities of citizens. Yet, evidence from two and a half decades of longitudinal household data shows that while poverty has declined, vulnerability continues to remain high.
