Uma proposta para mensuração dos índices de desigualdade de oportunidade municipais

Abstract: This paper proposes the measurement of inequality of opportunity index (IOp) for Brazilian municipalities, based on data from the 2010 Demographic Census. With this, we create a base of municipal social (and state) information which can be added to the indicators provided by IPEA and João Pinheiro Foundation, ie- income inequality (Theil), percentage and number of poor, average years of studies, etc.. For this, we use the methodology basis developed by Almås (2008) and Almås et al. (2011) and a concept of responsibility-sensitive justice. Preliminary analyzes for the states of Brazil, indicate that the coefficients of inequality of opportunity are mainly related to education.
