Learning-by-Doing and trade policy in a developing economy

Abstract: The Purpose of this paper is to model, as simply and yet as realistically as possible, the dilemma faced by a developing country that is contemplating trade and industrial policy decisions in an environment where industrialization has not yet been successful. The underlying hypothesis of this model is that successful industrialization depends definitively on the productivity of labor available to the potential new industrial sector.
