Abstract:
The formation of a food aid system requires scientific knowledge, foreign experience, and the best practices of the regions. Objective: To create a methodological basis for obtaining new knowledge about the formation of the domestic food aid system in the region; to investigate the problems of cooperation and interaction of rural producers, processing industry enterprises in the food aid system; to consider the practice of using instruments of state support for rural producers and processors of agricultural products, protection of land resources from degradation. The novelty of the approach lies in: - identifying the reaction to the vector of motivation of farmers to use soil pro-tection technologies; - in the proposed model of a comprehensive solution within the framework of the institution of state support for the problem of protection and resto-ration of natural factors of production through the introduction of organic farming technologies for the production of environmentally friendly products, resource provi-sion of the social nutrition system in the region. Based on the study, the authors pro-pose measures comparable to international standards for the functioning of food sup-ply systems for socially vulnerable segments of the population. In particular, they are comparable to the practices recommended by the World Agricultural Organization (FAO), specialized structures of the US Department of Agriculture, Great Britain and other countries. The tasks are classified according to spheres of influence: state sup-port, the formation of publicprivate partnerships in the creation of infrastructure enterprises. It is proposed to change the structure of funds allocated to direct support of agricultural production; coordinate the interaction of participants in the production, social, credit, financial and trade spheres, the functioning of the settlement and pay-ment system. In the technological sphere - to develop the infrastructure of the food industry, cooking technology, increase the production capacity of processing enterprises, optimize food flows in the technological cycle, introduce production and logistics centers into commodity chains, use the resources of transnational trade network structures in the development of the logistics potential of the regions. The proposed approaches and solutions are of interest to specialists, employees of government agencies who make decisions in the field of food supply.
