Regional Economic Analysis of the Locations of the Casinos in Lower Saxony

Abstract:
The private, state-licensed Spielbanken Niedersachsen GmbH operates all ten casinos licensed in Lower Saxony. In the course of the reorganisation of the gambling sector in Germany after the entry into force of the State Gambling Treaty in 2021, Lower Saxony's legislation in the area of casinos is also to be amended. The casino licences will be put out to tender and awarded anew throughout Europe in 2022. The present concept analyses the regional economic efficiency and the guarantee of player protection by means of the status quo model: In doing so, individual casino locations as well as the supply of Lower Saxony as a whole with a sufficient gaming offer are analysed from a regional economic perspective. In addition, the long-term sustainability of the business model is examined with the help of a demographic projection.
