Financing structure of SMEs and access to finance: What does the SAFE survey say for Türkiye’s SMEs?

Abstract: In this study, the structure of Small and Medium-Sized Enterprises (SMEs) access to finance in Türkiye has been examined by using Türkiye microdata of the Survey on Access to Finance of Enterprises (SAFE) organized by the European Commission, and the role of banks in SME finance has been revealed. In the study, the "Access to Bank Finance Index" was calculated by using the survey data, and the access of SMEs to bank finance on a scale basis was analyzed for the data period 2015-2021. The results show that there has been a significant improvement in SMEs' access to bank finance after 2018. However, it is observed that micro-scale enterprises face more difficulties in accessing finance than small and medium-sized enterprises. This situation reveals the need to differentiate policies towards SMEs on the basis of scale.
