A Statistical Framework for Pareto-Improving Resource Reallocation

Abstract: This paper introduces a statistical framework for characterizing Pareto-improving resource reallocations through weighted allocation schemes. The objective is not to solve the resulting optimization problem but rather to define the admissible set of weight vectors generating Pareto improvements and to provide a basis for its subsequent statistical characterization.
