The Operational Situational Picture: Construct Definition, Delimitation, and a Frame of Reference for a Management Instrument in the German Industrial Mittelstand

Abstract:
Managers of medium-sized industrial firms have access to more data than ever before, yet they are still regularly surprised by developments whose early indications were already present within their own organisation. Consulting practice answers this problem with the notion of a Lagebild, an operational situational picture borrowed from military and governmental situation assessment. A scientific construct definition is missing at the level of the individual firm, whereas the term is well established in the public- authority domain and even codified in German law. This paper develops one. It rests on an inductive content analysis of seven independently written domain texts, each of which delineates the situational picture against an established instrument: the KPI dashboard, the compliance file, the supplier list, condition monitoring, the age structure report, the CRM system and the portfolio review. The 21 distinguishing dimensions named in these texts reduce to five domain-invariant characteristics: anticipation, assessment, inside-outside coupling, executive addressing with criticality weighting, and continuity. Two further characteristics, action coupling and confidence disclosure, do not stem from the delineations but from the design description, and are therefore reported as more weakly evidenced. The construct is theoretically grounded in Endsley's model of situation awareness, Ansoff's weak signals, Simons' distinction between diagnostic and interactive control systems, and the attention-based view of the firm. A delineation matrix covering ten established instruments shows that none of them satisfies inside-outside coupling and confidence disclosure at the same time. Seven testable propositions are derived from the effectiveness claims made in the practitioner material. The paper offers neither empirical data nor proof of effectiveness; it establishes the conceptual basis on which such proof can first be attempted.
