Abstract: This document contains a series of reflections on the concept of decentralization with the objective of contributing to the debate around process, its potential benefits and possible risks. This document raises a number of issues and offers possible responses,which may be subject to discussion during the meeting of the Committee on Decentralization and Local Democracy.
