Investments in high tension electricity transmission in Buenos Aires Province: The role of FREBA-FITBA mechanism

Abstract:
This project has two objetives. On one hand, it investigates the business sustainability of a distributor located in Provincia de Buenos Aires, between different regulatory alternatives respect to the transfer from investments to rates. And, on the other hand, it aims to the development of another alternative in order to solve investment problems in the electric network of Provincia de Buenos Aires, having several proposals as a model, and the FREBA-FITBA one in particular. To reach these objectives, there is a description of the principle investment problems in Provincia de Buenos Aires, a detailed analysis of FREBA-FITBA`s way to take decisions, a simulation of the electric distributor`s profitability for several investment alternatives, and, finally, a sustainability evaluation under different assumptions about pass-through or recovery existence in the tariff revisions.
