Abstract: Available data on utilities sector in Russia are analyzed, and socially acceptable methods of loss compensation due to increase of tariffs are proposed. In fact this article is a short summary of the chapter on utilities sector reform in Russia, which is forthcoming in "Development Mesoeconomics", Moscow, Nauka Publishing House, Moscow, Russia.
