The Financial Sustainability of Italian Regional Health Care Systems

Abstract: The paper first develops Region-based mid-long term projections of public health care expenditure for Italy; then wonders about the most appropriate rule for financing it, distinguishing between its efficient part and the part absorbed by inefficiencies of regional governments. The first part should find full ordinary financing, including also the support by 'rich' Regions in favour of 'poor' Regions; while the second part should remain in full charge of the Region who fails efficent targets. As the projections of efficient expenditure are concerned, the paper projects also the inter Regions perequation matrix. The projection horizon is 2012-2030.
