Reform of Welfare System, Scale of functioning of PayGo, and development of modern Unemployment Benefits

Abstract: The scale of PayGo has a maximum level of functioning over which nevative effects prevail over positive ones. This means that, with almost all PayGo possibilities dedicated to pensions and health care (acute and Ltc), little or nothing remains for financing unemployment benefits schemes or other welfare expenditures. This "saturation" of PayGo possibilities clearly emerges in the projections contained in the Stability Program of Italy, 2012 issue. The same "saturation" situation would probably emerge if computations were developed on the Stability Program of any Western Europe country.
