MPRA Paper from University Library of Munich, Germany
Abstract:
Oecd database on net total social expenditure 2001 to 2007 refers to both public and private (by family and business) expenditure, in order to overcome statistical issues in international comparisons due to a wide difference in welfare structures and financing. Evidence from the Oecd countries highlights that the lower the public expenditure, the higher the private one, so that the share of national GDP devoted to social purposes is very close in Continental Europe and Anglo-Saxon systems. But different combinations between public and private expenditure have an impact on the effectiveness of social protection and fairness.
