Abstract: The configuration of new regional blocs within the framework of international trade relations has meant the incorporation of aspects linked to cooperation in negotiating association and free trade agreements. Relations between the European Union and MERCOSUR are registered in the field of so-called 'new regionalism', in the broad globalization environment. In this work will show the difficulties of a negotiation that goes beyond the strict trade liberalization and encompasses strategic aspects between two major economic areas of the world. The long and slow process of negotiation between the EU and the MERCOSUR shows they have the will to maintain trade negotiations but it is not enough to merely overcome the difficulties that are blocking the convergence of positions and interests.
