Defense Expenditures in Brazil: a qualitative analysis of the federal budget for the period from 2001 to 2007

Abstract:
This paper aims to examine the adequacy of the Brazilian budget expenditures in the national defense function to the national needs of this public good provision. The lack of indicators allowing to measuring the effectiveness of spending in terms of the National Defense Policy is remarked. For that reason, comparative evaluations of defense accounts are held. It is observed that Brazilian expenditure on defense follows a global trend of reducing its share on national budgets; hence it does not imply a Brazilian disregard to this budget area, even though such impression could be obtained regarding its ratio to the overall expenditures. We also observe some examples that could indicate a better management of this area in terms of efficiency could allow greater effectiveness of related actions.
