The author outlines that there are number of strategic documents and legal acts presenting the vision of the policy and the tools, which could be employed to reach the targets, as well as a number of institutions, which are in charge of the policy realization. Nevertheless, the progress regarding early leavers, educational structure of the population and participation in LLL is not significant; moreover, regress has been recorded in the last years.
