Assessment of the National Targeted Programmes for Poverty Reduction in Vietnam

Abstract: Vietnam has been implementing a large number of poverty reduction programs. This study aims to assess the targeting and implementation of the National Targeted Programmes for Poverty Reduction in Vietnam. It find that the effectiveness of the programme has been constrained by limited capacities both in terms of limited institutional capacities, inadequate financial, management and reporting systems and the capacity of officials at various levels. As a result there has been a lack of participatory and effective programme design. There was insufficiently decentralized and participatory implementation and management, including monitoring and financial management needed to effectively target poor households and allocate financial resources to provincial levels in a transparent manner. There hasn’t been a clear process to regularly monitor progress as well as objectively assess the impact of the targeted programmes on household well-being.
