An evaluation of ALMP: the case of Spain

Abstract:
In this paper we use non-experimental microdata to analyse the effects of several active labour market policies (ALMPs) carried out by the National Employment Institute (INEM) and the regional governments in Spain from 2001 to 2002. We compare the employment rates of the treatment group and the employment rates of a control group of nonparticipants selected by a random procedure from those unemployed registered in the employment offices who didn’t participate in any program during the period of analysis. Our results differ depending on the group of beneficiaries: Participation in ALMP produced especially positive results for women and long-term jobseekers.
