Abstract: Este texto para discussão tem como objetivo apresentar os resultados do ITAN (indicador de tempo para abertura de negócios), por etapa do processo de abertura. Para isso, foi realizado um levantamento dos procedimentos e instituições a serem percorridas com o intuito de se abrir um novo empreendimento, desde o início passo até o fim. Todo o processo foi dividido em quatro etapas: “Jucerja”, “Contribuinte”, “Sefaz” e “Município, Contribuinte e Outros”. Constatou-se que as etapas mais lentas são as intituladas “Contribuintes” e “Municípios, Contribuintes e Outros”. A lentidão da primeira tem relação com a quantidade de documentos requisitados na etapa seguinte e a demora na segunda corresponde a inúmeras licenças exigidas, por diferentes órgãos e instituições. Ambas, sugerem um elevado peso da burocracia no tempo de abertura de novos negócios no estado. The goal of this discussion paper is to report the ITAN (an indicator of the time required for starting-up a business) for each step of the starting-up process. To do so, we have scrutinized all the procedures an entrepreneur has to accomplish in order to open a new business. The whole process has been partitioned into four steps. We observe that the second and the fourth steps are the most time consuming. The slowness of the former is related to the amount of documents which are required for the subsequent step, while the slowness of the latter is due to the great amount of authorizations which are demanded by different offices and agencies. Both suggest the bureaucratic procedures represent a substantial burden which slows down the starting-up process in the State of Rio de Janeiro.
