先天优势还是后天努力？——国企级别对全要素生产率影响的实证研究

Innate Advantages or Hard Work? An Empirical Study on the Impacts of SOEs’ Administrative Level on Total Factor Productivity

Abstract: 本文使用1999-2007年中国制造业国有企业的面板数据，首次考察了国有企业的行政级别对全要素生产率（TFP）的效应和影响机制。我们发现：（1）国有企业的行政级别与TFP显著正相关。（2）相对于地方国企，央企在效率上既有先天优势，又有后天努力。在先天优势方面，央企凭借其行政级别获得了贷款优惠，这有利于提高TFP；在后天努力方面，央企通过节约行政成本提高了TFP。（3）在地方国企样本中，省级国企只有先天优势，没有后天努力，即省级国企仅仅通过获得更低的原材料采购成本提高了TFP。（4）无论是央企还是省级国企，它们的研发投入都没有提高TFP，这表明研发带来的仅仅是税收补贴效应而非创新效应。本文的发现对于改进国有企业的效率和优化国有企业的布局，具有重要的政策意义。
