"Crisis? What Crisis?" To what extent does the outcome of the French and Dutch referenda of May/June 2005 represent a crisis for the EU?

Abstract: TREATY ESTABLISHING A CONSTITUTION FOR EUROPE “Our Constitution ... is called a democracy because power is in the hands not of a minority but of the greatest number. Thucydides II, 37” This project is supposed to bring new era for the European Union, consolidating the lines of development of the construction. Therefore it was and still is necessary to be achieved a ratification in all member states including the most problematic ones, and bringing the text into force with all democratic means and regulations. In the EU, from a normative point of view, the policies should be allocated to different levels so that can be achieved best policy outcome. From a positive perspective, the policies are being plasticized as a result of a “specific constitutional and political bargain and the way the actors with different policy goals have behaved within this bargain.”2 So, it seems that the evolution of the European Union, as always, depends on personal national interests and their reflection on the decision-making process within, and lots of times connected to the world political arena.
