Abstract: In article the ratio of concepts the official and the municipal employee is considered. The official of local government opkredelyatsya as "the elective or working under the contract person who is carrying out organizational functions in local governments and not belonging to category of public servants". The persons which are carrying out service at positions in bodies of a local samokupravleniye are municipal employees.
