Legal fixing of the principle of equal access for citizens to municipal service

Abstract: In article legal fixing of the principle of rule of the Constitution of the Russian Federation, federal laws and laws of subjects of Federation over other regulations, duty regulations at execution by municipal employees of functions and ensuring the rights of municipal employees is considered. It is shown that according to this principle, local governments, officials and citizens are obliged to observe the Constitution and laws, and equally conventional principles and norms of international law, the international contracts of Russia which are a component of legal system.
