Consumption and production indexes: options for contextualising EU GHG emissions data

Abstract:
Using simple indexes of consumption alongside GHG emissions trends can help understand how trade may affect emissions and whether short term fluctuations in emissions are sustainable. An illustration for the old EU Member States based on Prodcom and EU ETS data is presented here.
