Abstract:
Abstract. The paper analyzes the causes of rural poverty. It gives the position of study that poverty, a non-profit work in the farm sector creates economic, social and cultural conditions for the reproduction of poverty as a phenomenon. The solution to this global growth takes place in conditions of the process of soil degradation. Doctrine Russian food safety population identified (pregnant and lactating women, children, students, clients of social institutions, etc.), Which the state is obliged to provide a healthy diet. Objectively, there was a need to produce food for the needs of the state, resulting in environmentally friendly conditions. Needed lands, where you can organize the clean production of low volume processing - without the use of pesticides with a limited amount of fertilizer. This approach to Russia and other countries to join the WTO, has become economically feasible. WTO rules allow in the "green box" to use the soil unfit for intensive use, for organic farming, production of environmentally friendly products for healthy nutrition of the population in need. The amount of state producers is not limited. Consequently, the instruments of state can create mechanism of assistance to farmers, leading to the production of degraded soils as a result of the inefficient use of natural factors in human beings. At the same time solve the issues of social protection of the population and the use of soils derived from trafficking as a resource for organic farming, environmentally friendly source of food.
