Abstract: The purpose of social-economic development is defined by the country leaders accurately and clearly: by 2020 Russia must be included in a set of the most developed countries. Naturally, with the present rates of economic growth and lots of crisis problems of economy it can't be reached, and the cause is not suddenly burst world crisis. The authors, investigating this matter, reveal the essence of the difficulties and omissions.
