Abstract:
In 2006, the European Commission presented the concept of "pre-commercial procurement" as a possible instrument for supporting innovation activities. The main idea of "pre-commercial procurement" is to use the needs of the population as a tool for stimulating innovation activities at macro and microeconomic level."Pre-commercial procurement" have also been introduced as a possible solution for social issues related to improvment of the quality and efficiency of public services. In this aspect, the main purpose of this paper is to examine "pre-commercial procurement" as a possible tool for funding research activities of Bulgarian enterprises.
