Abstract: В статията се разглеждат два различни начина за конституиране на областния управител, т.е. формиране на този орган – чрез назначаване и чрез избори. Основната цел на статията е да се вземе становище относно идеята за конституиране на областните управители чрез преки избори. In the article are examined two different methods of constitution of the Regional Governor – forming of this body – through appointment or election. The main purpose of the article is to take opinion concerning the idea of constitution of the Regional Governors through direct elections.
