Legal status of the district governor

Abstract: В студията се изследват два различни начина за конституиране на областния управител, неговият правен статут като орган на изпълнителната власт и правоотношенията му с други държавни и местни органи. The purpose of the present study is to examine the legal standing of the district governor as the executive body of the state authority on the territory of the district. In the study there are discussed two different approaches to the constitution of the district governor – through elections or by appointment, his legitimacy as a body of the executive power and the legal relations with other governmental and local bodies and also whether he has the status of a civil servant. The proposition of solutions to the issues and problems, concerning the institution of district governor is not only of theoretical, but also of practical importance. This is conditioned by the current stage of the social and political development of Bulgaria and its membership of the European Union.
