Abstract: Неп позитивно вплинув на стан промисловості, проте обмежувався залученням в виробництво вже існуючих виробничих потужностей, не сприяючи збільшенню підприємствами витрат на капіталовкладення. Проголошення індустріалізації мало за мету вирішення цієї проблеми, що підняло питання пошуку джерел фінансування оновлення та розширення основних фондів державної промисловості.
