Factors of infrastructure arrangement of the agri-food complex of the suburban zone of the metropolis: functions of state authorities and local self-government, assessment methods

Abstract: In this paper, we examine the relationship between the diverse social needs and capabilities of the territory, in terms of the effectiveness of state authorities and local self-government in regulating infrastructure services. The specificity lies in the fact that the system in the territorial aspect has various parameters with which it is not possible to directly carry out quantitative measurements. Purpose: to consider the relationship between the diverse social needs and possibilities of the territory, to propose a weight-weighted methodology for assessing the level of development of infrastructure links in the suburban agri-food complex in quantitative parameters, to quantify the infrastructure of the suburban zone of the capital of the Republic of Kazakhstan, Nur-Sultan (Astana) with the use of the author’s methodology of the coefficient-weight method.
