Abstract: This article describes an approach to developing a scenario for the development of a food supply system in a megalopolis. The goal is to develop methodological foundations for solving the practical problem of using the potential of the suburban agri-food complex to provide food to the population of the capital of Kazakhstan, Nur-Sultan (Astana). The question of balance in the food supply of the megalopolis is considered according to the scheme: "the need for resources - the creation of the necessary production and infrastructure capacities - financial resources - the interaction of institutions (participants) - the role of the state in the implementation of the project"
