Gazprom and the Russian gas sector − Between Integration and Separation

Abstract:
Based upon the criteria on the necessity (or not) of vertical separation and restructuring developed by Haucap/Heimeshoff/Uhde (2007) and Russel Pitmann (2002) the present paper deals with the question of the vertical separation of the Russian gas sector, the latter being monopolized by Gazprom company. To this purpose, the paper deals with the following issues: market competition, discrimination potential, economies of scale, economies of scope, investment incentives, separations costs, other factors of political and/or legal nature. (Supported by a DAAD scholarship – Paper finalised on 07.01.2011)
