Abstract: The purpose of this study is to provide an outline of the policy issues that arise when instituting a system of private-funded pension plans. At this time, many countries-particularly those in Eastern Europe and Latin America-are rethinking their past social security policies and considering the need for new plans. While each country will have special needs and circumstances, the following represents what we feel are the core public policies required for the sound development of a private pension system that will play a major role in the development of a healthy capital market.
