ESTIMATION OF THE NATIONAL PARAMETERS FOR ECONOMIC COST-BENFIT ANALYSIS FOR THE PHILIPPINES

Abstract: In this paper, an analytical framework is developed to measure the economic opportunity cost of capital and foreign exchange. An application of the framework is carried out for the Philippines. The results indicate that the economic cost of capital is approximately10% real for the Philippines. The economic cost of foreign exchange is about 15% greater than the market exchange rate. These rational parameters are the essential determinant for practical application to the economic appraisal of investments in the Philippines.
