Situation of Young NEETs Needs Better Interpretation

Abstract: Abstract Over the past months there have been lively discussions about Finnish NEETs, i.e. those young people who are Not in Education, Employment, or Training. Recent OECD calculations show that of all the OECD countries, the NEET share of people aged 20–24 is among the highest in Finland, 18.3 %. In addition, the share is reported to be substantially higher among men than women, 21.1 vs. 15.4 %. In the discussions it has been overlooked that a young person classified as a NEET is not necessarily marginalized or even at risk of marginalization. A plausible estimate of the share of 20–24 year-olds facing a non-negligible risk of marginalization is around 10 % or slightly lower.
