Abstract: Les économies de transition qui sont passées de l’économie centralement planifiée à l’économie de marché donnent aujourd’hui la priorité au développement des systèmes productifs locaux (au sens marshallien du terme). La reconversion de ces systèmes, conduit à l’émergence d’un véritable potentiel scientifique et technique grâce aux relations de proximité et aux effets externes, ce qui montre aux anciens pays centralement planifiés des nouvelles perspectives de développement. D’où l’importance de l’émergence des milieux innovateurs qui contribue à la dynamisation du développement local en s’appuyant sur l’entrepreneuriat et l’innovation. Dans cet article, nous tenons à expliquer comment la transition économique a contribué à la reconversion de systèmes productifs locaux dans les pays centralement planifiés. Nous montrerons également quel rôle a pris l’Etat dans ce processus en mettant l’accent sur les politiques de reconversion et de développement des territoires qui cherchent à émerger des milieux innovateurs. En conclusion, nous reviendrons sur les conséquences de la mise en place de ces politiques dans les anciens pays centralement planifiés. Today the transition economies from a centrally planned economy to a market economy are giving more and more priority to the development of their local systems of production. By favoring the emergence of a genuine scientific and technical potential, thanks to the proximity and to the external effects it generates, the reconversion of these systems of production shows to former centrally planned countries new perspectives of development. Here appears then the importance of the emergence of innovative milieus which contribute to the reinforcement of local development through entrepreneurship and innovation. Within former centrally planned countries these milieus could develop provided that the local economic policy guarantees local innovating capabilities by offering favorable scientific and technical resources. In this paper we intend to explain how the economic transition contributed to the redeployment of local systems of production in the centrally planned countries. We will also show the role played by the State in this process by emphasizing on the territorial redeployment policies which seek the emergence of innovative milieus. In the conclusion we will concentrate on the consequences of the application of these policies within the former centrally planned countries.
