Abstract: A l'heure de l'économie de la connaissance, la création d'entreprise est au coeur des politiques industrielles mais aussi d'aménagement du territoire. Une région « gagnante » est en effet caractérisée par un dynamisme entrepreneurial élevé. La politique des pôles de compétitivité mise en oeuvre en 2005 en France, et ailleurs sous le terme de clusters, illustre cette approche. Mais d'où vient l'entrepreneur ? Est-ce un deus ex machina qui, par sa présence, révolutionne le territoire ? Ou bien est-ce le territoire qui, par ses ressources, génère la dynamique entrepreneuriale ? C'est à ces questions que nous nous intéressons dans ce document. Nous illustrons nos propos par l'étude du territoire de Dunkerque, ville industrialo-portuaire du Nord de la France, qui souffre depuis de longues années de la crise de l’industrie lourde, encore amplifiée depuis la dernière crise financière de 2007. At the time of the knowledge economy, business creation is at the centre of industrial and space occupation policies. A "winning" region is indeed characterized by a high entrepreneurial dynamism. The clustering policy implemented in 2005 in France illustrates this approach. How can we define and analyze the entrepreneur? Is he a deus ex machina who, by his presence, revolutionizes the territory? Or is it the territory (and particularly its resources) which generates the entrepreneurial spirit? These are the questions raised in this document. We illustrate our study by the analysis of the territory of Dunkerque (an industrial and port city in northern France), which has suffered from the 90s of the heavy industry crisis, further amplified since the financial crisis of 2007.
