Abstract:
En France, comme dans tous les autres pays industriels, les pouvoirs publics essaient d’accroître les relations entre universités et entreprises pour stimuler la créativité, l’innovation et la croissance économique. Mais la loi, à elle seule, est-elle un facteur suffisant pour impulser le rapprochement entre recherche scientifique et entreprises ? Cet article traite de la problématique de la valorisation de la recherche publique. Il retrace son émergence, son application dans le cas français, et présente ses avantages attendus et débats que ce nouveau cadre réglementaire suscite. Il interroge ainsi la pertinence de ce modèle du « tout contrat ». In France, as in every industrial country, states try to reinforce the relations between universities and enterprises, in order to stimulate creativity, innovation and economic growth. But is the law in itself sufficient to give impetus to the cooperation between public research and enterprises? This paper deals with the issue of the commercialization of research. It comes back to its origins, its implementation in the French case and presents its foreseen advantages and the debates that this new framework creates. It thus questions the relevance of this model based on “contract”.
