Abstract: 지정학적 마찰, 기후변화, 기술경쟁 등 다양한 글로벌 리스크가 발생하면서 공급망의 회복탄력성이 화두로 떠올랐다. 오랜 기간 효율성과 수익성을 극대화하기 위해 구축한 글로벌 가치사슬의 취약성이 드러나자, 글로벌 기업들이 공급망 재편에 나서고 있다. 특히 미･중 갈등과 중국의 인건비 상승에 대응해 노동집약적인 제조업 생산기지를 중국 외의 국가로 이전할 필요성이 커지고 있다. 이런 상황에서 최근 벵골만 국가들이 주목을 받고 있다. 2차 대전 이후 노동집약적 제조거점이 일본에서 한국과 대만, 말레이시아와 태국, 중국과 베트남의 해안으로 이동하면서 아시아에 역내 가치사슬이 구축되었는데, 지경학적 변화와 함께 앞으로 벵골만 국가들이 아시아 역내 가치사슬에 더욱 빠르고 깊게 참여할 것이라는 전망이 나오고 있다. 이에 본 보고서에서는 글로벌 가치사슬 재편 과정에서 중요한 역할을 맡을 것으로 예상되는 벵골만 지역의 제조업 발전 현황과 경쟁력을 살펴보았다. 여러 개발도상국 정부가 인프라 부족, 비효율적인 행정 절차 등의 문제를 극복하기 위해 산업단지를 중심으로 한 제조업 육성전략을 추진하고 있는 점을 고려해, 본 보고서에서는 벵골만의 산업 클러스터를 집중적으로 분석하였다. Amid growing geoeconomic uncertainty and intensifying U.S.–China competition, the Bay of Bengal region has emerged as a new focal point for global production networks. Seeking alternative manufacturing bases beyond China, multinational firms are increasingly investing in coastal areas of India, Bangladesh, and Malaysia, regions that are rapidly integrating into Asia’s evolving “flying geese industrialization” pattern.
