Abstract: 최근 국제사회에서 국경 간 데이터 이동(cross-border data flows)에 관한 논의가 활발하다. APEC, OECD, UNCTAD, World Bank를 포함한 국제기구는 국경 간 데이터 이동과 관련한 주제로 협력 방안을 모색하고, TTIP, RCEP, TiSA를 포함한 협정에서는 데이터의 국경 간 자유로운 이동과 데이터 지역화 조치 금지를 협상 안건으로 다루며, CPTPP, USMCA를 포함한 자유무역협정에서는 국경 간 데이터의 자유로운 이동 촉진과 데이터 지역화 조치 금지가 의무규정으로 등장한다. 데이터 통상 환경이 변화하는 가운데 미국, 유럽, 중국을 포함한 주요국은 자국 내 데이터 규제와 법제를 정비하고 있다. This report reviews discussions about cross-border data flows in international organizations and recent free trade agreements and conducts comparative analysis of data protection regulations among the United States, European Union, China and Korea. It also examines the relationship between cross-border data flows and domestic data protection regulations and quantifies the welfare impact of the EU GDPR and data localization on the global economy.
