Abstract: 이 보고서는 데이터 경제와 한국의 데이터 정책에 관한 현황과 특징을 파악 하고 성장과 무역을 중심으로 데이터 정책의 효과 분석을 목적으로 한다. 데이터의 중요성을 역설하며 혁신성장을 논하는 국내 보고서가 있으나 성장 모델에 기반을 둔 경제학적 분석은 부재하다. 또한 국제사회에서 데이터 정책 논의가 활발한데도 국내에는 아직 데이터 정책의 무역효과에 대한 실증 연구가 부족하다. 이 보고서에서는 도출한 분석결과를 토대로 우리 정부가 디지털 경제 활성화를 위한 정책을 개선할 때 참고할 만한 유용한 자료와 정책 시사점을 제공하고자 한다. This report characterizes the digital economy with data and artificial intelligence, and studies the impact of data policy on economic growth and international service trade. Although there are several papers and reports that emphasize the importance of data as an engine of economic growth, there is a lack of rigorous analyses through economic models. It is also difficult to find empirical evidence showing the relationship between data policy and trade in services. The report is designed to investigate the digital economy through the lens of economic growth and trade. Several useful results and implications are provided to enhance the digital economy in Korea.
