Abstract: 북한 당국은 김정은 체제 이후 경제 운영에 있어 변화를 모색하고 있다. 분권화 등의 조치를 확대하면서 사회주의경제체제 내에서의 효율성과 생산성 증대를 위한 정책을 넓혀가고 있으며, 27개의 경제개발구를 지정하여 해외자본 투자 유치에 나서고 있다. 북한과 같이 저소득 국가이면서 자본과 기술이 부족한 국가에 있어 외국인 직접투자(FDI: Foreign Direct Investment)는 경제성장에 결정적 역할을 한다. 본 연구는 북미 간 핵 협상이 원활히 진행되는 과정에서 경제 회생을 위한 북한 당국의 외자 유치 정책과 과제에 대해 자세히 논하고 있다. 정책과제 도출을 위해 동유럽을 비롯한 아시아 체제전환국의 FDI 유치 성과와 정책을 먼저 비교 분석하 였고, FDI 유입에 대한 결정요인을 분석한 후 북한 당국의 정책과제를 제시했다. 남한 역시 북한에 대한 최대 투자자가 될 수 있는바, 우리 기업의 성공적인 대북 투자를 위해 우리 정부가 추진해야 할 과제에 대해서도 다룬다. This study discusses North Korea’s foreign investment policy and tasks ahead of its government to revitalize the economy, based on the premise that nuclear negotiations between North Korea and the US proceed smoothly. First of all, in order to derive policy tasks, we compared and analyzed the achievements and policies of transition countries in Asia and Eastern Europe to attract FDI, also analyzing the determinants of FDI inflows, after which we present policy tasks for North Korean authorities. As South Korea may very well become the largest investor in North Korea, our study also discusses tasks for the Korean government to pursue in order for Korean companies to successfully invest in North Korea.
