Abstract: In a market economy, the existence of small and medium businesses series meet the overall requirements of a strong economy and healthy and is a consistent means of maintaining competition and ensuring benefits for the population in terms of price and quality products. Philosopher Demosthenes said that "small businesses are often the beginning of big business", and over one hundred years, R. Reagan pointed out that "small businesses are the heart and soul of the market economy".
