Abstract: Concerning the straight of administrative capacity in European Union programs, the public function professionalism becomes a condition for strengthening administrative capacity and the public servant becomes an actor in the process of European integration. Increasing quality of the public servants is a way which has to be forward for European integration and it can be reached by emphasizing the recruitment, training and professional development agreeing with European Union requirements and specific concrete conditions of Romania. This study starts from two objectives: a) studying the compatibilities that may exist between human personality peculiarities and following community warden profession, peculiarities that can optimize the performance of community wardens; and b) identifying professional value system that can lead to obtain specific professional performance of the Community area of public administration - and seeks to identify whether the exercise of the community warden profession requires a performance level of some skills and professional capabilities, which leads to a community warden specific psychological profile, and also if practicing this profession requirea a preference for certain professional values to achieve as large satisfaction in work s possible.
