Abstract:
The discussion of national priorities which lasted from the beginning of the history of post-communist Russia is close to completion. Understanding the key role for the country's sectors related to human development (human capital, human resources), it is almost a consensus. For our social consciousness is a huge step forward. First, the mere fact of a broad public consensus on the key issue of development of the country is extremely important for the final overcoming the legacy of a full-scale revolution, we went through in the late twentieth century. Revolution carries a split on the basic values, and overcoming this split takes a very long period of time - much more than the actual radical revolutionary break-up of the system.
