Abstract: Russian theory and practice of management is faced with the need to solve a fundamentally new problems related to the creation of better organizational-economic mechanisms of man-agement, providing a significant increase their effectiveness. Resolution of these problems we see the necessity to develop a fundamentally different approach, based not on copying even positive forms of foreign relations, and creation of conditions for the formation of a new Russian-type of corporate management, taking into account historical, economic and social characteristics of the national control. In most countries the reform of public adminis-tration developed under the brand name of the so-called new public management New Public Management', or in abbreviated form - NPM). NPM, which has already more than thirty years, involves adapting successful management of business-technologies for management purposes in the public sector. Widespread NPM is because the set of technologies and practices that are being combined under this name, largely invariant to a form of state structure and can be used in countries with different political regimes.
