Abstract: The paper deals with possible approaches to reorganization of system of state guarantees in order to decrease mortality from cardiovascular diseases. It is shown that promoting of healthy life style, secondary and tertiary prevention are more important than acute care. Measures to improve specialized federal projects "Combating cardiovascular diseases" and "Public health strengthening" are proposed.
